Recapitulation
This article is based on the presentation made by Dr. Alexander Batchvarov at the Securitisation Colloquium of the Belgian Financial Forum on 16th November 2015 in Brussels. The article discusses securitisation in the context of other forms of secured financing, such as covered bonds, secured loans and whole loan sales, for financial and non-financial companies. The author argues against the simplistic black-and-white contrasting of historical experiences and regulatory frameworks for covered bonds and asset-backed securities in both public and public policy debates. He further highlights the need for a well-functioning securitisation market for the real economy and argues that such market cannot be restored unless a “level” playing field among secured financing instruments from regulatory perspective is restored.
